Some of you might think that number of outfits characters wear doesn't matter--the boys mostly--but I beg to disagree. I believe that if a character's clothing changes, it makes them seem more human and the series seems more realistic. It also shows that the animators put in more than the needed effort to make their work more beautiful. The series becomes more detailed and intricate. The prize for the most costume changes definitely goes to Lupin the Third. He wore a different ensemble in practically every episode. Not only Lupin, even the secondary characters' outfits changed.
Mirmo de Pon is also very impressive when it comes to costume changes. The characters'' outfits changed from one episode to another. Aside from their school uniforms, they also wore colorful ensembles. Mirmo--one of the main characters--even has a segments in the end of every episode where he offers fashion tips. That's definitely a new idea.
There's also some anime whose characters wear a "set" of ensembles. In Slam Dunk for example, Hanamichi Sakuragi and his teammates have school uniforms, outfits for practice, and their basketball uniforms. It's repeated throughout the whole series.
